Existing Mechanisms for Addressing Complaints

1. In-House Procedure (1997): The Supreme Court evolved an internal mechanism whereby complaints against judges are examined by senior judges. This process emphasizes confidentiality and institutional self-regulation.

2. Impeachment under the Constitution: Articles 124(4) and 217 provide for removal of Supreme Court and High Court judges through parliamentary impeachment on grounds of proved misbehaviour or incapacity. However, the process is politically complex and rarely invoked.

3. Judicial Standards and Accountability Bill (Proposed): Though not enacted, it sought to create a statutory oversight framework, reflecting the need for structured accountability.

4. Contempt and Ethical Norms: Judicial conduct is also guided by Restatement of Values of Judicial Life (1997), though enforcement remains internal.
