The ITBP is tasked with border guarding, surveillance, and patrolling in high-altitude areas, acting as the “eyes and ears” of the state. It mans forward posts, supports intelligence gathering, and assists the Army during crises. Its presence enables a layered defence, allowing the Army to focus on warfighting roles. The force has developed specialised expertise in high-altitude operations and contributes to confidence-building measures and border management.

However, the dual-control structure—ITBP under MHA and the Army under the Ministry of Defence—creates coordination challenges. During face-offs, lack of unified command can delay decision-making and dilute operational clarity. The “one border, one force” principle remains only partially implemented, leading to overlaps in responsibility. The ITBP also faces capacity constraints: limited heavy weaponry, gaps in surveillance technology, and logistical challenges in extreme terrain. Compared to the PLA’s integrated theatre commands and infrastructure, India’s fragmented approach can be a disadvantage.

Modernisation needs are therefore urgent. These include better integration with the Army through unified command structures, enhanced ISR (intelligence, surveillance, reconnaissance) capabilities using drones and sensors, improved communication systems, and infrastructure support from BRO. Training, mobility, and acclimatisation protocols must be continuously upgraded. Additionally, revisiting institutional arrangements—such as operational control under the Army during crises—can enhance effectiveness.
